We set H2 headings with a separate ‘H2 Heading’ block so they can be bilingual and also included in jumplinks (when included). We also have a Bi-lingual subheading (h3-5)’ block, which allows you to add bilingual subheadings for H3-H5 which are not jumplinkable.
