Greenwood Roche has been a key legal adviser to Kāinga Ora — Homes and Communities — for more than a decade, supporting the agency's transformation into New Zealand's largest residential builder and one of the country's most sophisticated public-sector developers.
Our role spans the full lifecycle of Kāinga Ora's housing and urban-development programme, including procurement strategy, design and construction contracts, maintenance and supply-chain arrangements, and modern methods of construction. We have been instrumental in the development of Kāinga Ora's Housing Delivery System (HDS) — an innovative programme applying Lean principles to achieve faster, lower-cost, higher-quality housing outcomes.
We prepared the suite of build-partner framework agreements that underpin this system, creating long-term partnering arrangements which reward performance, provide work certainty, and enable contractors to reinvest in their people and technology. Our work also extends to Kāinga Ora's vertical and apartment projects, modular and panelised-build partnerships, and the contracts governing its large-scale maintenance and retrofit programmes.
Across these initiatives, Greenwood Roche has helped Kāinga Ora develop procurement and delivery models that have set new benchmarks for collaboration and efficiency in the public-housing sector.
